Proposal Submission
The cost of preparing and submitting a proposal is solely the responsibility of the Proposing organization and will not be borne by HFS, DCG, or the Sisters. An officer of the company, who is legally authorized to enter into a contractual relationship in the name of the Proposer, must sign the proposal. The submittal of a proposal by a Proposer will be considered by the Sisters as an offer by the Proposer to perform the required services or supply the required products at the stated prices.
An electronic copy of the completed RFP must be emailed to the HFS contact listed on the last page of this RFP on or before the proposal submittal date.
Pre-Proposal Submission Walk Through Visits
Firms submitting proposals for this project may request to visit the Property. All such visits will be coordinated through DCG. DCG will also interface with Proposers regarding any property related questions.

Evaluation Criteria
Proposals will be evaluated on the degree to which proposing development companies meet the needs of the Sisters to establish a multi-level senior living community on the Property in a manner consistent with the Mission of the Sisters and their commitment to preserve the land, vegetation, historic buildings and shrines/grottos in as close as possible to their current serene state. The Proposing organization will also be evaluated on several other criteria, including:
- Experience in planning, construction, management, and financing of senior living communities consisting of independent living, assisted living (including memory care), and skilled nursing.
- Approach to development – how you intend to achieve the scope of services outlined in this RFP.
- What is your engagement approach and what partnership options, if any, you recommend be pursued with the Sisters?
- Qualifications and experience of the people in your firm who will be conducting the development plan for this project.
- The cost of your proposed development, including land acquisition, construction of the type and size of each of the senior living options you envision for the multi-living community, and management fees.
- Proposed time line to implement the development plan you propose.
Although some factors are weighted more than others, all are considered necessary, and the proposal must be technically acceptable in each area to be eligible for award.
Scope of Services
The successful Proposer, and its assigned staff , shall have significant experience and qualifications with respect to development, construction, financing and management of multi-level senior living communities.
Proposals will describe in detail the tasks your firm proposes to develop the Subject Property. This discussion will include the following:
- What is the composition and size of the community you are proposing for this project (if significantly different from that recommended by HFS), and what is the rationale behind your recommendations?
- What further market and financial studies do you intend to conduct in relation to your project composition and size?
- Provide a description of the major tasks/activities you are proposing for this development.
- Provide a description of the approach you are proposing to achieve these tasks.
- What major obstacles do you foresee in this type of development and how does your firm address these issues?
- Describe how you would address monetizing the land value of the Property for providing future senior housing options to the Sisters.
